Personal profile

After working in the UK public Sector for ten years Fred moved to academia approximately 30 years ago and has since then taught and researched in many countries. He was a trustee of an international aid agency for some 25 years. His expertise is in Public Financial Management reforms and he has been published not only in English Language journals but also Chinese and French. Fred has taught in UK, China, Singapore and Russia and has worked on EU Technical Assistance programmes for countries such as Russian, Latvia, Belarus, Cuba and is currently involved in the Technical Assistance programme in Moldova.

Fred has worked on many Technical Assistance programs for the EU and is currently part of the team providing Technical Assistance to Moldova on adoption of International Public Sector Accounting. In the past Fred has also worked on EU funded projects for Belarus, Latvia, Russia and Cuba
